The reason is simple; you will need to kill Diablo 4's pinnacle boss, Uber Lilith, to get the Bloody Liquid Steed mount. According to player reports, however, killing the level 100 boss, which few players can accomplish, does not guarantee a drop of this ultra-rare mount.
