You can get Star-Eater Scales exotic leg armor in Destiny 2 by completing legendary lost sectors solo. Sadly, this is the only way to get this incredibly powerful exotic in the game.
Since the drop is random, it might take one or more tries for you to get your hands on it. As such, we recommend you be patient and not give up.
One way to increase the drop rate is by running the Lost Sector solo at Master difficulty. Whichever way you prefer, you should have the Star-Eater Scales exotic leg armor soon enough, granted you complete the lost sector.
Destiny 2 Star-Eater Scales Exotic armor perk
The Star-Eater Scales armor perk is Feast of Light.
- Feast of Light - You gain additional Super Energy from Orbs of Power you pick up. While your Super Energy is full, picking up an Orb of Power overcharges your Super, causing you to gain a burst of healing when cast and a bonus to your Super damage. At maximum overcharge, you also gain an overshield.
According to the website light.gg, picking up Super Orbs will increase the Super Energy you gain from 7.1% to 10%, whereas picking up Small Orbs will increase it from 2.5% to 4.17%.

Also, casting Super while overcharged will give you 95 to 200 HP. Furthermore, you can gain up to 100 HP overshield for 16 seconds, depending on the overcharge stack.
